Admission through the QUOTA program
It is possible for applicants from developing countries, Central and Eastern Europe and previous Soviet States to apply for a research fellowship at the ph.d. level through the QUOTA program.

The Application Process
It is important to be aware that their are two application processe: you have to apply for both admission to the faculty and financing from the QUOTA program. Admission takes place in the following way:
The application for admission is handed in to the faculty by the 15th September. The ph.d. leader does a preliminary assessment to check that the project description keeps to a level that makes a more thorough academic assessment viable. The ph.d. leader then appoints two academic experts to evaluate the application. Should academic approval be given, a final decision concerning conditional admission is made by the faculty leadership in consultation with the ph.d. leader. The faculty will then inform the QUOTA program of this.
Should you be given conditional admission to the faculty, you will have to send a “pre-application” to the QUOTA program by the deadline of the 1st November. Then you should deliver an application to the QUOTA program. Applications can only be handed in once a year, with a deadline of the 1st December. A final decision is made by the University of Oslo centrally. Should an applicant with conditional admission at the faculty also be awarded a QUOTA fellowship, they will then be admitted to the ph.d. program.
Very few receive QUOTA fellowships at a ph.d. level each year, and it may take 6-12 months or more before you receive a final answer.
